Circuses facing wild animals ban

Apparently in a recent news story the government has stated that it wishes to ban the use of animals in circuses.
The strange thing is I thought they were banned already. Most people I know only attend circuses where no animals are used.
To be honest they don’t need to ban them, people just need to choose not to go, eventually the circus will have to change.
Once again the government interfering too much in day to day life.
Next they’ll be wanting to ban clowns on the basis that they perhaps scared a child and caused them to cry, and are now suing the government for breaching their human rights by not banning them a long time ago.
